The 16 substances were originally added to the reporting requirement through EPA’s final rule published on December 13, 2024. The current deadline extension therefore does not introduce an entirely new substance list, but extends the submission period for chemicals newly covered by the TSCA 8(d) reporting obligation.
New deadline under TSCA Section 8(d)
With its final rule published on May 22, 2026, EPA extends the reporting deadline for the Health and Safety Data Reporting Rule under TSCA Section 8(d) from May 22, 2026 to May 21, 2027. The rule applies to manufacturers and importers of the 16 listed chemicals and requires them to submit copies and lists of certain unpublished health and safety studies to EPA.
The relevant studies may include information on health and environmental effects as well as exposure of workers, consumers and the general population. EPA uses such data to support chemical prioritization, risk evaluation and risk management activities under TSCA.

The TSCA reporting deadline extension is particularly relevant for companies that manufacture, import or place chemicals on the U.S. market through their supply chains. International companies with U.S. market exposure should also assess whether their products, raw materials or intermediates involve any of the 16 covered substances.
