ECHA announced on 3 June 2026 that its next enforcement project, REF-16, will focus on compliance with restrictions for hazardous substances in products and mixtures. The project will also include checks of online sales, making the update relevant for manufacturers, importers, distributors and marketplace actors.
REACH enforcement REF-16 focuses on restricted substances
Under REF-16, inspectors will examine whether products and mixtures placed on the market comply with restrictions under EU chemicals legislation. According to ECHA, the checks will include whether restricted hazardous substances are below the permitted limits.
The project is intended to improve the targeting of controls and help identify non-compliant products more effectively. By including online sales, ECHA also signals that digital distribution channels remain under regulatory scrutiny and that compliance obligations do not stop at traditional supply chains.
What REF-16 means for companies
Companies should review whether their restricted substance information is complete, current and available for inspection. This includes material declarations, supplier evidence, test reports, product specifications and internal decisions on substance restriction management.
Importers and distributors should pay particular attention to products sourced outside the EU or sold through e-commerce channels.
