Three New Substances Proposed For the SVHC Candidate List – Key Obligations for Companies

On 1 September 2025, the European Chemicals Agency (ECHA) proposed three new substances for inclusion in the Candidate List of Substances of Very High Concern (SVHC).

 

What’s New? Why is it Relevant?


The following three substances have been proposed:
 

  • 4,4'-[2,2,2-trifluoro-1-(trifluoromethyl)ethylidene]diphenol (also known as Bisphenol AF) – proposed due to reproductive toxicity (Art. 57c).
     
  • 4,4'-Methylenediphenol – also proposed as reproductive toxic (Art. 57c).
     
  • n-Hexane – identified for specific target organ toxicity after repeated exposure (Art. 57f).
     

The public consultation runs until 16 October 2025.
 

Impact on Companies


Manufacturers, importers, and suppliers of articles and mixtures should review their portfolios and supply chains to determine whether the proposed or similar substances are present.

Once a substance is officially added to the Candidate List (after the consultation closes), the following obligations apply:
 

  • Information duties towards downstream users and consumers for articles containing SVHCs above 0.1 % w/w.
  • SCIP database notifications for articles containing SVHCs.
  • Safety Data Sheet (SDS) updates for substances and mixtures containing these substances.
     

Companies with global supply chains should proactively inform non-EU suppliers about these developments, as upcoming customer requests, audits, and due-diligence checks will likely intensify.
